An attempt has been made in this article to re-examine the inscriptions of Ashoka, an ancient Indian king, who was a great leader, well known in history, who had the courage, confidence, vision and will to provide an administration based purely on genuine human values. As evidenced in his inscriptions, 'effective leadership' depends not on preaching moral values but on practising them, and modifying life and leadership styles accordingly. Ancient India recognized the supreme value of education in human life. The ancient thinkers felt that a healthy society was not possible without educated individuals. They framed an educational scheme carefully and wisely aiming at the harmonious development of the mind and body of students. What they framed was a very liberal, all-round education of a very high standard, calculated to prepare the students for a useful life in enjoying all aspects of life. This is essentially a universally applicable educational (...) framework highlighting the purpose of human life and interconnectedness at all levels of existence as a basis of human values. Insights from ancient Indian educational system are of great help in facilitating the production of a creative, ethical and a learning mind, which will concern itself not only with greater ‘progress’, but primarily or more importantly with the inner transformation of the human consciousness. Ethical issues arising from public administration are quite complex and difficult. Using a monistic normative ethical approach to these issues may not be very helpful. Thus James Svara’s three-pronged approach to public administration ethics is proposed in order to show its plausibility. The case of Dr Stockman in Henrik Ibsen’s play An Enemy of the People is examined as a way of demonstrating the significance of Svara’s model.

Philosophy as Samvada and Svaraj discusses Daya Krishna and Ramchandra Gandhi’s respective intellectual contributions and speculates how one might take forward the work of the two persons who were among the most brilliant minds of our times. Both Daya Krishna and Ramchandra Gandhi emphasized freedom and autonomy of thought and upheld the importance of samvada, somewhat inadequate in its English translation as dialogue. And both of them were philosophers concerned with how philosophy might seek its svaraj, free from the orientalist (...) hold of the religious, the colonial crippling of indigenous languages and institutions and the structures and categories of un-freedom that continue to haunt inhabitants of West and non-West. Philosophy must involve samvada—an open dialogue and intimate encounter between self and other. Both philosophers experimented with these concepts and were enormously creative. This book is a testament not only to the core values of philosophy, but also to how these values can be carried forward by new weaves of tradition and modernity. (shrink)

The study is relevant as long as it highlights the existing approaches to political-administrative relations in the incipient democratic state, focusing on the defining aspects of the main European models. Analysis of literature. The article has made use of the work of foreign researchers such as Max Weber, Woodrow Wilson, Frank Johnson Goodnow, Luther Gulick, Kenneth J. Meier, Laurence J. O'Thole Jr., Christopher Pollitt, Geert Bouckaert, James H. Svara, Jon Pierre, Carl Friedrich, Fred Kramer, and the natives such as (...) V. Juc, V. Saca, G. Rusnac, A. Zavtur, A. Popovici, C. Solomon, P. Fruntasu, V. Popa, V. Mosneaga and I. Bucataru. The aim of the article is to determine the type of optimal political and administrative relations to ensure open and responsible governance in countries with early democratic regimes. Research objectives are reduced to the study of the various models of public administration that have been going on in time, in order to determine the particularities that are compatible with the specifics of the countries with a transition democracy. Research Methodology. The study is based on comparative analysis and inductive and deductive reasoning. The result of the study. At present, the theories and models used by researchers are limited to the two extremes, namely the separation of the politicians of the administrators, on the one hand, and the argumentation of the complementarity between politics and administration, on the other. Both theoretical models have been implemented in practice through three public administration systems: continental, mixed and British. Until now, there are various debates about the viability of the two models in academic environment, and there is no real possibility of achieving a complete separation of the roles and goals of politicians and bureaucrats, and that the supreme power in a state is politics, irrespective of its designation. As regards the political-administrative relationship in the states with an incipient democracy, it is observed over the decades of independence, the use in the relations of the authoritarian methods with a democratic decoration, aimed at satisfying the noble, or rather subject to, narrow interests by the ruling and opposition forces, which absolutely did not take the public interest into account. Conclusions. In the desperate attempt to find a genuine way to approach political-administrative relations in countries with early democracies, we find it stupors that it is hard to suggest the implementation of a pure model, but the optimal model implies the existence of a freely chosen political power and a an autonomous, efficient and stable administrative sector that corresponds to the orders of that power. In order to make Mukund Lath’s thoughts on music and identity accessible to a broader audience, and to call attention to links between Hindustānī musical theory and classical Indian philosophical notions, Lath’s paper “Identity Through Necessary Change: Thinking About ‘Rāga-Bhāva,’ Concepts and Characters” is being republished here with an introduction by David Shulman and explanatory notes. Mukund Lath argues that identity is usually understood as something that remains the same despite change. His endeavor is to explore an alternative to this (...) convention. The case study for Lath’s philosophical exploration is rāga music, i.e. Hindustānī classical music. He argues that the identity of the rāga is maintained not despite change, but owing to the necessary change in every execution of “the same” rāga. But how are we to even start thinking about a notion of identity that embraces rather than rejects change, a notion of identity that is based on and is rooted in change, not in stability or perpetuity? Lath explores this alternative and its consequences for the notion of identity at large. (shrink)

Detta är en fråga som kan vara en källa till oro när man diskuterar konstgjort liv, men är oron befogad? I ett försök att svara på den frågan kommer jag att gå igenom några möjliga skäl till varför förmågan att skapa konstgjort liv skulle hota livets värde, och se om de verkligen ger oss skäl att oroa oss.

Post-globalization trends have left many people with a sense of insecurity—on both the economic and the employment fronts. Business re-engineering, downsizing, lay-offs, excessive consumerism and greed have altered the rules of the business game. Skewed attention to mere economic criteria in many business organizations, even at the cost of societal and environmental factors, is leading to a sense of hollowness, ‘something missing’, in the organization and its employees. People are making every attempt to discover this ‘missing component’ in their lives, (...) with particular reference to their work lives. This ‘missing component’ is referred to as ‘spirit at work’ in management literature. Bringing in spirit at work has become a matter of priority for many business organizations, in their drives for sustained success. Spirit at work is about care, compassion, integrity, and about attempting to live one’s values at the workplace. It is about employees who are passionate and energized by their work, who find meaning and purpose and pursue excellence in their work, and who feel that they can express their complete selves at work. It is about individuals and organizations that see work as an opportunity to grow and to contribute to society in a meaningful way. Spirit at work can be better understood by gaining clarity about the key aspects that constitute this concept. This article reviews the extant litera-ture on spirit at work, highlights the key dimensions of spirit at work, and elaborates on each of them. A number of Indian scholars like S.K. Chakraborty, Subhash Sharma, M.B. Athreya, Panduranga Bhatta and others have proposed an Indian perspective of spirit at work and have elaborated on it since a decade and a half. This article extends the Indian perspective further, based on Indian psychophilosophy, and establishes its comprehensive and inclusive nature that enables incorporation of most of the key dimensions of spirit at work as identified in literature.
